  Appointment as Director of Manpower, Ministry of Interior and Defence. Worked in Ministry of Foreign Affairs from 1967 to 1968; in Ministry of Finance from 1969 to 1972. In Telecommunications, the major activity was the integration of the Singapore Telephone Board (STB) and the Telecommunication Authority of Singapore (TAS). Part of Mr Hochstadt's job then was Chairman of the TAS and STB prior to integration. TAS experimented in laying fibre optic cables in Singapore for the first time.

  How he got job with Western Union International (WUI). WUI offered leased circuits between Singapore and the US. Operated as a WUI representative in Singapore from home. Canvassed for business to compete with other US carriers. Telecommunication Authority of Singapore has monopoly in providing communication service. Retired in 1980.
