Black Market Action Trade in H.M. goods smuggling
[6 pages] Post World War 2, there were rumours that soldiers were conduct barter trade in the goods distributed to them, and then sell the goods in the market for extremely high prices. In view of these rumours, the 2nd in charge in Chinese Affairs under Chinese Secretariat H T Pagden decided to carry out investigations. His staff went to places such as Clifford Pier, High Street, Rochore Road, and saw that the rumours did have some truth.
