Minutes of Proceedings of the Municipal Commissioners at an ordinary meeting on Wednesday, 24th May 1893.

Minutes

The minutes of the ordinary meeting, held on 10th May and of a special meeting, held on 17th Idem, are read and confirmed.

Absent Commissioners
--------------------------
Letters are read from the Colonial Engineer, the Insp.-General of Police and Mr Sohst, notifying their inability to attend the meeting, the first two, owing to illness, and Mr Sohst, in consequence of pressure of business.

Letters dispatched

The Secretary reads copies of the under-mentioned letters, dispatched since last ordinary meeting, viz. -

Gas Coy's letter re Removal of Gas Contract
------------------------------------------------
A letter from the Manager, Singapore Gas Coy, dated 19th May, intimating that the offer, contained in the President's letter of 18th instant, would be communicated to the Directors of the Coy, is laid on the table.

Water supply Tanglin Barracks
----------------------------------
In accordance with a resolution passed at the Board meeting, held on 10th instant, the question of the supply of water to Tanglin Barracks is again considered.

The President and Messrs Shelford, Donaldson, Meyer & Namson address the Board.

It is moved by Mr Shelford, " That a letter be written to the Military Authorities, informing them that the Commissioners would be prepared to supply the Tanglin Barracks with water upon the terms, mentioned  in the Engineer's report; and stating approximately within what time the main could be laid if the offer of the Commissioners is accepted. "

The motion is seconded by Mr Namson and carried.

Forms of Prospectus and Mortgage of New Loan
------------------------------------------------------
The President lays on the table the forms of Prospectus and Mortgage, approved by the Loan Committee, for the new $280,000 loan and also letters received from the manager of the local banks, expressing their willingness to receive deposits and subscriptions for this loan.

It is moved by the President & seconded by Mr Namson, " That the form of mortgage, marked A, be approved and adopted as the form of mortgage for the Municipal Five per cent loan of 1893 and forwarded to the Governor in Council for sanction, in terms of Section 225 of the Municipal Ordinance.  That the form of Prospectus be also approved and issued as soon as the date of the order in Council is ascertained. "

Mr Donaldson suggests that the words, " This mortgage must be carefully preserved, as it must be delivered to the Registrar before the monies, thereby secured, can be transferred or repaid ", at the foot of the mortgage be struck out.

Mr Namson addresses the Board.
Mr Donaldson's suggestion is agreed to.

The motion is carried, and the form of mortgage ordered to be incorporated with the minutes as follows -
