Weekly reports by the Registrar of Hackney Carriages & Jinrikishas, for 11th and 18th February 1893, are presented.

Mr Meyer addresses the Board and asks for particulars in certain cases of suspension of jinrikisha licenses for overloading.

At the request of the President, the Registrar furnishes the desired information.

Messrs Namson & Meyer and the President address the Board.

In reply to Mr Donaldson, the Registrar, make a statement with reference to the strike among Gharry Syees.

Mr Shelford, the Col. Engineer, the Insp.-General of Police, Mr Fraser and the President address the Board.

Re Complaints to Commissioners by Gharry Syees
-------------------------------------------------------
Six men, selected from a number of Licensed Gharry Syrees, who wish to complain to the Commissioners, are questioned by the Insp.-General of Police.

It is found that the complaint,s brought to notice, are of a very trivial nature.  The steps taken by the Registrar of Hackney Carriages & Jinrikishas for improving the condition of vehicles & animals plying for hire are generally approved.

H.E. approves Dr Ellis to act during Dr Doubleton's absence on leave

With reference to the Health Officer's application for 3 months' sick leave, the President states that His Excellency the Governor, has been pleased to approve of Dr Doubleton's duties being performed during his absence by Dr Ellis.

The Health Officer's application accompanied by a medical certificate is laid on the table.

Re Plan of Messrs Crane Bros
--------------------------------
A plan of a proposed alteration in the frontal line of a building site on Robinson Road and Market Street, comprised in Statutory Grant No. 1895, submitted by Messr Crane Bros, is returned as it is pointed out that the permission of Government must be obtained to the proposed alteration being made, as it alters the ground conveyed by a Statutory Grant.

Tenders for tools

Four tenders, for the supply of tools for roads, are brought forward.

Messrs Riley Hargraves & Co's tender accepted

The Commissioners accept the tender of Messrs Riley Hargraves & Co to supply changkols at $4.10, pick-axes $7.20 and rakes $4.20 per dozen.

Letters from Govt. and Munl. Auditors
------------------------------------------
The under-mentioned letters and papers are laid on the table.
  From Govt. Munl. No. 1715/93  re site for offices at Fort Canning.
                               No. 1731/93  Publication in Govt. Gazette of Supplemental Budget No. 1/93.
                               No. 1480/93  Confirmation of Jinrikisha By-laws.
                               No. 357/93    Payment of $45,000.
                               No. 1957/93  re health Returns for January.
   "      Municipal Auditors - January a/cs certified correct.

Re Security Bonds be examined
-----------------------------------
On the suggestion of the President, it is agreed that the various Security Bonds of Municipal Officers be examined and reported on by Messrs Namson & Donaldson; and on the recommendation of the Colonial Engineer, that a return be made of all officers entrusted with the receipt and disbursement of Municipal monies.

Bills, amounting to $3,397.17, are laid on the table, and on the motion of the President, passed for payment.

It is moved by Mr Fraser & seconded by Mr Meyer -
"  That a Committee of three Commissioners, two, to be a quorum, for the purpose of examining the bills to be passed for payment, before being submitted to the several general meeting and that no bills be submitted to the Board before being passed by the Committee.  "

Agreed to.

The Commissioners, whose names follow, are appointed a Financial Committee, in accordance with the foregoing Resolution, viz. the President, Messrs Shelford & Fraser and the Colonial Engineer.
