(Mr Keong Saik's proposal to allow assessment to be paid as formerly & not in advance)  (Note seconded)
In accordance with the notice given at the meeting held on the 8th June, Mr Keong Saik proposes that a suggestion be made by the Commissioners to the Government that the sections in the new Municipal Bill which provide for the payment of rates & taxes in advance be amended, so as to admit of the present system of collection in arrears remaining in force.  It is pointed out by him, in support of his motion, that the payment of rates for a whole year or even six months in advance, will be a heavy impost on all owners of property, and that the proposed change has called forth much adverse criticism among Chinese & other rate payers.  The motion not being seconded falls to the ground.

(Mr Keong Saik's proposal [anmt.] assessment on land reserved for building discussed.  Too late to lay new views before H.E.)
Mr Keong Saik next proposes, that a communication be addressed to the Government pointing out that the rate, which it is intended to levy, under the provision of the new Municipal Bill, on all land reserved for building purposes, excising the tax proposed being another point which, in the opinion of many large rate payers, is calculated transfer investment of money and press heavily on land owners.  After some discussion, it is pointed out that as the Municipal Commissioners have already communicated their views on the bill to the Government, it is now too late to re-open the question and that an opportunity will be afforded rate payers of expressing their opinions through the medium of the un-official numbers of the Legislative Council.

Twenty-two plans are submitted by the Municipal Engineer, twenty are approved & passed and two returned for amendment in accordance with Municipal Building Regulations.

There being no further businesses, the meeting then terminated.

The Minutes of the last meeting are read & confirmed.

(Granite at Kim Seng Raod, belonging to Prison Authorities)
Read letter from the Hon'ble the Colonial Secretary, Meml. 6167/87, dated 4th instant, forwarding for the perusal of the Municipal Commissioners, copies of Minutes upon the subject of the removal to the Criminal Prison, of the granite landed & stacked at Kim Seng Bridge and requesting that the matters complained of by the Inspector of Prisons might be arranged with the Municipal Contractor.
(Responsibility rests with Government)
The Secretary is directed to state in reply, that if reference is made to previous correspondence on this subject, it will be seen that the Municipality, in acting as it has done in this matter "at mites" has merely been endeavouring to comply with the express wishes of the Government as formerly set forth, but that the Prison Authorities have so far failed to carry out what the Government undertook, they should perform.  Further that under these circumstances, the responsibility of the accumulation of stone at Kim Seng Bridge & consequent inconvenience rests with the Government & not the Municipality.

(Govt. asks to whom the tanks of the Rochor Canal belongs)   (to the Municipality)
Read letter from the Hon'ble the Colonial Secretary, C. of L. 6105/87, dated 29th June, stating that some doubt has arisen as to whether the banks of the Rochor Canal are under the jurisdiction of the Government or the Municipality.  The Secretary is directed to state in reply that the banks of the canal have always been under the control of the Municipality, not only in respect to the portion referred to by the Government, but for the whole length of the stream.  The Secretary is further instructed to point out that on inspection of the Government map, it will be seen that the Government reserve is shown merely on the northern side of the canal, whereas the public road is defined as contiguous to the stream itself.
