Correspondence between C.O. and Governor Guillemard on the Causeway. Governor has doubts as to the need for a Causeway or the justification for the cost. and recommends a conference to be held to discuss alternatives. Advises immediate suspension of work. C.O. does not think work should be suspended except that in connexion with the construction of a lock. Advice of the Engineers Coode and Co. is sought
