Details of the land holdings including acreage prior to discussions with the Federation and the Singapore governments on the position of British service lands in Singapore after 31 August 1963. Main concern is to ensure the security of the tenure of the bases. Essential that the titles should be held from the Federal Government which means that it must hold or secure the primary title. Desire of the Singapore government to keep any surplus land for their own use and not offer it for sale on the open market. Documents include a list of land made available to the services in Singapore and now surplus to immediate requirements, a list of land which the Singapore government thought not to be in use ('Mr Lee's list') and narrative of negotiations in 1963. Matters under discussion included a proposal to split the Naval Base in two and to allow the use of some of this land for agriculture and to hand over the island of Blakan Mati.
