Records on political developments in Singapore including new year message from Rajaratnam and a speech by Goh Keng Swee at the university of Singapore society, January 1970. Also includes an article in far east economic review concerning Goh Keng Swee. Toh Chin Chye speaks of the need for the 'old guard' to retire and bring new blood into the pap.  Includes speech by Goh Keng Swee in October and November 1970 and comments by the British high commission on the political climate in Singapore in the past year. It was noted that there had been an 'unusual' amount of public discussion on a number of serious issues and a spate of letters in the press. Most of this results from the appearance of the 'Singapore herald'. Also comments on changes in the pap - new people being put forward as candidates in by-elections.
