DO 187/30: Talks in London on the establishment of the Federation of Malaya. June-July 1963

Details of the planning for the conference which both Lee Kuan Yew and the Tunku attended. Comments in and by the press on the prospects that the agreement will be signed. Correspondence on the future of Brunei.  Details of separate talks with the Malaysians and the Singaporeans in preparation for round table discussions.  Malaysian press pessimistic about any positive outcome after early meetings. Tun Razak cites three major issues which held up an agreement with Singapore: Division of Federal revenue collected in Singapore, setting up of a common market for Malaysia and the Malayan suggestion that Singapore should make a grant of $50 million over five years for the development of Malaysia.  Finally the agreement was initialled on 8/9th July with Brunei choosing not to join. Documents include a transcript of the House of Lords debate on Malaysia where praise was heaped on the P.M.s of Singapore and Malaysia and a review of the recent talks and agreement by the Commonwealth Office.
