File includes copies of the proceedings of the Internal Security Council on the question of the release of detainees, in particular requests by Ong Eng Guan in the Assembly for the release of those detained under the government of Lim Yew Hock. Note son the nature of trade disputes in 1959 and 1960 and a Top Secret summary of security notes on these disputes. Difficulty of the position of Lee Kuan yew who is under pressure from the left wing of the PAP but knows that he cannot release all detainees because of security threats. Discussion on ways out of this impasse which includes the suggestion by PM Lee that he should order the releases and that the British and Federation Governments should immediately countermand this order. He also threatened to make public certain proceedings of the Internal Security Council British Commissioner does not see how Britain could go along with this deception. The Tunku accused Lee of making unscrupulous use of the order for release to save his own political skin. Note that PM Lee's position has been weakened by the loss of two by-elections. Discussion on the release of 9 named people, detained since 1956. The Director of Special Branch states that the security of Singapore would be severely undermined by their release.
