Foreign Secret Cons 23 Nov 1840 No. 21-2  - This record consists of the following three letters: 1) letter from S G Bonham, Governor of Straits Settlements to H Torrens, Secretary to Government, reporting on the search of pirates at the East Coast of Sumatra by the steamer "Diana";   2) letter from Captain Congalton to S G Bonham, Governor of the Straits Settlements, reporting on piracy attacks at Pannay and Belah;  3) letter from Captain Congalton to S G Bonham, Governor of the Straits Settlements, reporting that the Rajah of Delhie and the Dutch are not on good terms as the Dutch have taken control of the territory belonging to the Rajah and the 'whole of Pulo Perchee.' Also states that Dattoo Shawbunder of Delhie, who appears to be the 'King on the East Coast of Sumatra from Asahan to Laukot,' forwarded a treaty which he concluded with five other Rajahs. Under this treaty, the other Rajahs agreed not to sign any treaty with the Dutch without seeking the approval from Dattoo Shawbunder of Delhie.
