FCO 11/94:  Singapore: Textiles: Cotton Exports to UK. Secret

Cotton textiles are at the top of the list of Singapore's suggestions as to what might be included in 'significant aid' to reduce the impact of the run down of the forces.  There is a quota on imports of textiles from Singapore to the UK.  Refusal to extend the amount of the quota as part of significant aid.  Any such move would raise difficulties with other suppliers, notably Malaysia.
