Reports, correspondence and press cuttings on Lim Kean Chye, a former Malayan Democratic Union leader who was returning to Singapore from China. Debate on how much of a security risk he would pose to Singapore if he was allowed to enter freely. He had evaded arrest under the Emergency Regulations in 1951 and absconded to China. It was decided he did pose a threat and he was arrested on board ship on his return to Singapore and detained. Documents include an analysis and suggestions regarding his case, a paper outlining the case against him which gives his biography and a memorandum from the Chief Secretary on his detention. He was later released on appeal. Some of the documents have been redacted by the FCO.
