254 Singapore The 10th March 1827 admitted of such arrangement as already observed, the duties above described would fall properly to their charge. It is a duty however they could not perform without adequate knowledge of the language and to those alone who possess that knowledge can it be given. The land hitherto has been little regarded as an object of revenue, every thing included with it has been completely neglected. It is high time the attention of the service should be drawn to it, and that they should be encouraged to return in a little more and make themselves better acquainted with the customs, manners, religions, and habits of the people whom they are destined to govern. In conformity therewith, I propose that Messrs Bond and Nairne be placed under the orders of Mr Ibbetson, and directed as occasions may require to proceed to the different districts on the Island, to Superintend the conduct of the persons there employed, to obtain all information required and to frame reports on the general state of each district they may visit. I further propose that Mr [ ] [ ] be placed under the order of Captain Low Superintendent of Province Wellesley and employed in the manner above described.
