Report into the use of prepared opium in British Malaya, measures existing to control its use, to advise whether any action is desirable to increase the control and to report on whether certain measures would be feasible as methods of control including limiting the retail sale to Government Shops, a maximum limit to be set for the amount of prepared opium put on sale and that opium smokers should be registered and licensed.
