92/9035-Telegram from Ambassador Howard Jones in Djakarta to Secretary of State - United Nation Cabinet Chief C V Narasimhan's opinion that plebiscite in Borneo territories is only solution to tension between Indonesia, Philippines and Malaya over formation of Malaysia. He also emphasises that UN should not play role of administering plebiscite, but that Britain should hold it and invite UN observers
