Reports on the proceedings of the fifth and subsequent sessions of the Constitutional Conference and associated papers including several on the question of Singapore citizenship and nationality, on the legislative powers to be retained by the British Government and on the 'Malayanisation' of the public service and a copy of a memorandum of David Marshall, with comments by the British delegation, which states that the people of Singapore wish to have the status of an independent territory within the Commonwealth and to offer an agreement in which the UK would exercise control over the external defence of Singapore and give guidance on foreign relations other than trade and commerce.
