C.O. Forwards to Sir John Anderson copies of its correspondence with the Foreign Office on the subject of the draft  Kelantan Order in Council. Foreign Office take the view that if British Trade from the traits Settlements has already taken a firm hold on these dependencies (the Siamese Malay States), it is very improbable that the connexions with Singapore will be weakened by the appeal from the Court at Kelantan being to Bangkok rather than to Penang. However the C.O. believes that it is desirable that no steps should be taken which would weaken the connexion between the Siamese Malay States and the Straits Settlements. The law should be redrafted so as to apply the law of the S.S. ad that appeals from the local court would lie with the Supreme Court in Singapore.
