The European man in the centre is Malcolm MacDonald who was Governor General of British territories in Southeast Asia 1946-1948 and then Commissioner General for Southeast Asia covering regional affairs 1948-1955. Therefore this photograph was taken post- WWII. Most likely soon after the end of WWII as he only arrived post-war.
