This photograph was taken following the presentation of 'Victory' pennants by representatives of the Chinese Community to the General Officer Commanding (Malaya), Lt Gen Arthur Percival, and Air Officer Commanding (Far East), Air Vice-Marshal Conway Pulford, at Flagstaff House (now Command House), Kheam Hock Road, on 6 Sep 1941. Members of the Chinese Community present included Mr. Tan Kah Kee, Mr. Yong Yit Lin, Mr. Yang Sin Hua, Mr. Heah Wing Chew, Mr. Lee Choon Seng, Dr. Lim Boon Keng, Mr. Ching Kee Sun, Mr. Han Chiau Toon and Mr. Yap Pheng Geck.
