Establishment of a Broadcast Receiving and Rediffusion Station to be Known as Rediffusion (Singapore) Ltd
"346 pgs - Contents date back to the 1947s-1949s, on the establishment of Rediffusion Singapore by its parent company, Broadcast Relay Service Ltd from London. Bulk of the contents is on the background and high-level negotiations on the establishment of Rediffusion, a radio broadcast receiving station which would allow listeners to receive broadcasts from foreign stations, which for Singapore, were limited to BBC and Radio Malaya. In this respect, the service was expected to provide considerable safeguards in the type of programmes received by its subscribers. In addition, Rediffusion was expected to produce local programmes, particularly Chinese programmes (includes dialect) for its Chinese subscribers.
After examining the proposal, the Colony’s Governor and his team of advisors agreed to the set-up of Rediffusion Singapore, which was run as a commercial entity. The various clauses in the agreement, supplemental agreement and licence, allowed Rediffusion to operate for 15 years wef 31 Dec 1947, subject to renewal. The provisions also allowed paid subscription by listeners, limited advertising, production of local programmes and the ownership of Rediffusion would remain in British control. More importantly, there were provisions for the service to be taken over during emergency, also the station was required to provide six hours programmes every day, and 15 minutes of government messages. In addition, government would appoint an ex officio to sit on the Board of Directors. The Director of Broadcasting (DoB) was appointed as he was conversant with all aspects of broadcasting, and Government policies in relation to the types of programmes which Government regarded as important. "
