The first proposal of the idea of the formation of "Vigilante Corps" was from Prime Minister Office Singapore. On 13/4/1964, PS to Prime Minister Office wrote in to the Commissioner of Police, PS/Culture, Gen. Manager/PUB, C.E.O Housing & Development Board, Director/People's Association, Director/Singapore Work Brigade and invited all to attend a 1st meeting to be held on 15/4/1964 at the conference room, Prime Minister Office, City Hall to discuss for the ""Formation of Vigilante Corps"" in Singapore to assist the Police and Military Forces in patrolling Key Installations, Housing Estates etc . The Vigilante Corps Sub-committee meeting was chaired by PS Prime Minister's Office Mr S.T. Stewart.
Chairman informed the Sub-committee that he had referred to the discussions held in Kuala Lumpur on 14/4/1964 between Prime Minister and the Federal Minister of Internal Security regarding the increase in terrorist activities by Indonesian infiltrators and fifth columnists in Singapore. It was agreed at the discussions that, following the indiscriminate bombing of private homes and Housing Development Board flats, action should be taken to form ""Vigilante Corps"" to safeguard the areas around vital Installations and to protect congested areas.
From 2nd Vigilante Corps Sub-committee meeting onwards, all the meetings were chaired by Ag Deputy Commissioner of Police with members : Staff Officer I / Police HQ, Estate Manager / HDB, Director / People's Association, Director / Singapore Work Brigade, Ag P.A.S / Ministry of Culture, Ag Deputy Secretary PMO, PS / PMO, PS / Culture, Ag Asst. Secretary / PMO.
The 2nd meeting mainly emphasized on the publicity of formation of "Vigilante Corps" and the recruitment of members for the male Singapore Citizens above the age of 18 yrs old. The registration from 22/4/1964 to 11/5/1964 at 100 community centres.
The followed-up meetings were the discussions of procedures of training of "Vigilante Corps", compensation for members of "Vigilante Corps" who were killed or injured whilst on patrol duties, the reporting of "Vigilante Corps" for patrol duties at the respective Police Divisions, refreshments for members of ""Vigilante Corps" on night patrol duties, equipment issued and number of days to patrol per week and time to report for duties and reporting off time. The commendations awards and cash awards to members of "Vigilante Corps" for outstanding performance etc.
The 17th meeting (last meeting in the file) was held on 17/12/1964.
