Note from transferring agency: The following file has been declassified. MOM has checked the file, and find that the file does not contain any explicit record that MOM’s powers under Part XII of the Employment Act have been invoked in obtaining the information. As such, the bar from publication or disclosure under section 102 of the Employment Act does not apply.
The file contains various versions of the legislative drafts leading up to the Retirement Age Bill tabled in 1993. The Retirement Age Act provides for a minimum retirement age for employees of 60, which may be raised to 67. This followed from discussions within the Ministry of Labour and at Cabinet regarding whether to adopt a direct legislative approach or administrative measures, given that the preceding 3-year period for employers to voluntarily raise the retirement age had not yielded satisfactory results in the non-unionised sector.
The file also documents correspondence between the Ministry of Labour and other Government agencies on exemptions, such as for officers on special schemes under the Pensions Act.
