Retirement Age Legislations

This volume of the Retirement Age Legislations documents the  discussions by the Ministry of Labour (MOL) on the Retirement Age Bill between late 1992 and early 1993.  The file contains proposals by MOL on the retirement age legislation and how to operationalise it.  It also includes discussions with various Government Ministries and agencies, the National Trades Union Congress (NTUC), and employer groups on whether to exempt specific occupations under the Act, such as pensionable public officers, seamen, and employees who were provided with early retirement schemes.  Other discussions included the procedure for complaints and whether to specify the quantum of compensation for employees.  It also considered the proposal of reducing the employer CPF contribution for employees between ages 55 and 60 to ease the cost burden on employers.

The Bill was eventually passed in April 1993 paving the way for the retirement age in Singapore to be raised from the norm of 55 to a minimum of 60.  Included in the file are the Second Reading Speech by Minister Lee Boon Yang, anticipated parliamentary Question and Answers, and replies to Associate Law Professor and Member of Parliament Walter Woon on whether term contracts were a possible loophole for employers to circumvent the Act.
