Information of Corruption involving City Council Inspectors of Water Dept
[16 pages] This file starts with an anonymous letter to the Central Complaints Bureau (CCB) alleging that several City Council Inspectors from the Water Department spent their time drinking coffee and reading newspapers in a shop between 8:15am and 9:45am near MacPherson market every morning. The letter also alleged that the inspectors were sometimes offered cigarettes by contractors, whom they would leave with after finishing their drinks. The CCB forwarded an English translation of this complaint to the CPIB, who was unable to find any evidence of corruption but recorded their observations of the time that inspectors from the Water Department spent in the coffee shop on four mornings.

The CCB sent a summary of facts based on the complaint letter and the CPIB's findings to PUB, advising it to instruct the inspectors to ensure that their time in the coffee shop would not appear as "entertainment" from persons they come into contact with during the course of their official duties.
