CCB/A/61/62
Complaint against 6 Detectives for Misconduct and Abuse of Power
[7 pages] This file starts with a petition to the Secret Societies Branch that was copied to the Central Complaints Bureau (CCB). The petitioner alleged that the proprietor of a textile stall at People’s Park, assisted by his nephew and employees, was disrupting him and other textile stall holders. He also claimed that this textile stall proprietor was using the influence of certain police detectives to harass him, other textile stall holders, and customers. The CCB asked the Secret Societies Branch about the action taken.

The Secret Societies Branch informed the CCB that there was a feud between the Teochew community and others, especially the Hokkiens, at People’s Park. The Branch also forwarded a 1959 report of a complaint against the same person that contained a description of secret society activities in 1956 and the 1959 Annual General Meeting of the Hawker’s Union where a fracas broke out. The Branch said their investigations revealed that the allegations made by both parties resulted from business rivalry and the allegations against the detectives were unsubstantiated and malicious.
