[117 Pages] The file contains internal correspondence and circulars from 1960 giving the background on the preparation of the Codes of Instructions, training courses, creation of the Establishment Manuals, initial thinking for the preparation of IMs 4 and 5, and for uniformity between Malaya and Singapore. In 1966, the Minister for Finance gave an update in Parliament on the preparation of the General Orders which would be later divided into four Manuals. The file records the first effort to making Amendments to Instruction Manuals and the introduction of the Amendment Slips.
