HDB LAUNCHES 2 NEW BUILD-TO-ORDER HOUSING PROJECTS IN CHOA CHU KANG AND PUNGGOL



 

          HDB is launching two new housing projects, Sunshine Court in Choa Chu Kang and Punggol Regalia in Punggol, under the Build-To-Order (BTO) System today. A total of 1,181 Studio Apartments (SAs), 3-room, 4-room and 5-room flats in Standard and Premium designs will be offered.

 

2        With these two new projects, HDB has launched a total of 7,793 units under the BTO system in 2008, in towns like Punggol, Choa Chu Kang, Sengkang, Yishun, Woodlands and Bukit Panjang.

 

Sunshine Court

 

3        Sunshine Court is a  Standard[1]  contract comprising 164 SAs, 117 3-room and 171 4-room flats.  Located along Choa Chu Kang Ave 3, it is opposite Sunshine Place, a neighbourhood centre which houses a supermarket, foodcourt, and commercial shops to serve the daily needs of the residents. There are also educational institutions nearby such as Choa Chu Kang Primary, Concord Primary and Bukit Panjang Government High School. This is the first time that SAs are offered for sale in Choa Chu Kang. The SAs are equipped with elderly-friendly features such as grab bars and non-slip flooring. Also, the SAs are fitted with built-in wardrobe, kitchen cabinets and cooking facilities.

 

 

Punggol Regalia

 

4        Punggol Regalia is a Premium[2] contract comprising 546 4-room and 183 5-room flats.  Located at the junction of Punggol Field and Punggol Place, it is well served by the Punggol MRT/LRT stations and Bus Interchange, and is conveniently located near the future Punggol Town Centre.

 

 

Pricing of the New Flats at Sunshine Court and Punggol Regalia

 

5        To ensure that public housing is affordable for first-time home buyers, new HDB flats are priced below their equivalent market prices.   In pricing the new flats, HDB considers several factors such as location, flat attributes, project design and prevailing market conditions. Pricing details and resale comparables for Sunshine Court and Punggol Regalia are in Tables 1a and 1b of Annex 1. 

  

6        Most households will not need to use cash to meet their monthly mortgage payments. For example, a typical 3-room unit at Sunshine Court costs about $135,000. For a family with a household income of $2,200, the monthly mortgage instalment is about $460, after factoring in the Additional CPF Housing Grant (AHG) of $20,000. The $460 monthly mortgage instalment can be fully paid using CPF contributions.  Eligible first-timers whose average monthly household income is $4,000 or less in the 24 months preceding application can qualify for an AHG of up to $30,000.  Further details of affordability of flats at Sunshine Court and Punggol Regalia can be found in Tables 2a and 2b of Annex 1.

 

7        HDB will continue to offer flats of different pricing, flat sizes, design types and locations to cater to the different needs and budgets of flat buyers. 

 

Application Procedures and Enquiries

 

8        Applications for the new flats can be submitted online from 30 Dec 2008 (Tue) to 12 Jan 2009 (Mon). More information on the development and details of the application procedures can be found at Annexes 2 and 3.

1 Standard flats come with minimal finishes in the kitchen and bathrooms, for example matching wall/floor tiles as well as quality sanitary ware.

 

2 Premium flats come with better and full finishes such as timber strip flooring to the bedrooms, porcelain ceramic floor tiles for the living and dining area, matching wall/floor tiles in the kitchen and bathrooms, as well as quality sanitary ware. This enables buyers to move in with minimal hassle of renovation. Externally, premium flat projects come with enhanced architectural designs, facades and landscaping. Premium flats serve to meet the needs of a segment of HDB flat buyers who are looking for special designs and better finishes, and who are prepared to pay more for these flats.

ANNEX 3

 

APPLICATION PROCEDURE FOR DEC 08 BTO EXERCISE

 

Submission of Application

 

            Households interested in buying a flat in Punggol Regalia or Sunshine Court can submit their application online at HDB’s InfoWEB at www.hdb.gov.sg between 30 Dec 2008 (Tue) and 12 Jan 2009 (Mon). The administrative fee of $10 is payable by cashcard or credit card (Master Card / Visa). Those without Internet access can visit HDB Hub or any of HDB’s Branch Offices to submit their application via the e-Stations or Internet PCs that are available for use.

 

2          Each household can submit only one application and must indicate the flat type (Studio Apartment, 3-room, 4-room or 5-room) that they are applying for. The eligibility conditions for the purchase of Studio Apartments are stated in Appendix 1.

 

 

Eligibility Conditions

 

3      The monthly household income ceiling for the purchase of the 4-room and 5-room flats in the Premium contract at Punggol Regalia is $8,000. For the Standard 3-room and 4-room flats or Studio Apartments at Sunshine Court, the monthly household income ceiling of $3,000 and $8,000 respectively are applicable. Applicants must also satisfy the other eligibility conditions such as citizenship, family nucleus and non-ownership of private property.

 

4          First-timer households can also apply for the Additional CPF Housing Grant (AHG) of up to $30,000. To qualify, first-timer households must have been in continuous employment over the last 24 months at the date of the flat application, and have an average gross monthly household income not exceeding $4,000 over the same period. Applicants applying for Studio Apartments are not eligible for this grant.

 

 

Priority Schemes

 

5          Applicants who meet the conditions of the Third Child Priority Scheme (TCPS), Married Child Priority Scheme (MCPS) can request for priority allocation under these schemes. Applications under the Resettlement/Relocation (REN/RH) and Grassroots Organisation (GRO) Schemes require recommendations from the appropriate authorities managing the schemes.

 

6        HDB rental tenants who are first-timers and have lived in their rental flats for a minimum of 2 years can enjoy priority when they apply for a 3-room flat under the Tenants’ Priority Scheme, if their gross monthly household income does not exceed $3,000.

 

 

Selection of Flats

 

7          Upon the close of the application period, HDB will assess the subscription rate before inviting applicants for the selection of flats. Applicants’ queue position to book a flat will be determined by computer ballot. Applicants will be informed of their queue position in Feb 2009.

 

8         The selection exercise will commence from Apr 2009. An option fee of $250, $1,000 or $2,000 is payable upon selection of a Studio Apartment, 3-room or 4-room/5-room flat respectively and this fee may be paid by cash/cheque/NETS.

 

9          Selection of flats by the applicants with queue numbers exceeding the flat supply would be subject to availability of flat supply or ethnic quota when their turns are due. They can check the availability of flats on the HDB InfoWeb or via teletext before turning up at the HDB Sales Office on the appointed date for the selection.

 

10        With effect from May 2008 BTO exercise, First-timer applicants who reject 2 chances to select a flat in BTO/BE exercises will have their First-timer priorities removed for a 1-year period in any HDB’s sales exercise.

 

11        After completion of the selection exercise, HDB will assess the take-up rate of Punggol Regalia and Sunshine Court before deciding whether to proceed to call the building tender for the developments.

 

 

Signing the Agreement for Lease

 

12        Once it is confirmed that the development has met the desired take-up rate and proceeds for tender, HDB will arrange for the applicants to sign the Agreement for Lease within 4 months from the date of selection of the flats.

 

13        Applicants must pay 10% of the selling price of the flat as downpayment at the time of signing the Agreement for Lease, by CPF and/or cash. First-timer applicants, i.e. married couples as well as those applying under the Fiancé/Fiancée Scheme, can pay the 10% downpayment in 2 instalments under the Staggered Downpayment Scheme (SDS) if at least one of the partners is aged 30 years or younger. The first 5% will be collected when the applicant signs the Agreement for Lease and the balance 5% when the buyer takes possession of his new flat.

 

14        Applicants who intend to take an HDB loan must obtain an HDB Loan Eligibility letter before they exercise the Option To Purchase for the HDB flat by signing the Agreement for Lease. For the applicants who are taking a bank loan, they will have to pay 5% cash payment to HDB. They will also have to obtain a Letter of Offer from the bank before they can exercise the Option To Purchase for the HDB flat.

 

15        Applicants who do not sign the Agreement for Lease or reject the flat after selection will have their applications cancelled and the option fee forfeited. If the applicant rejects the flat after signing the Agreement for Lease, the forfeiture will be 5% of the selling price of the flat.

 


Appendix 1

 

Main Eligibility Conditions for Purchase of Studio Apartments &

Key Conditions of Sale/ Lease Administration

.

 

(A)         Eligibility conditions

 

(i)            Age / Citizenship

-        The main applicant must be a Singapore Citizen (SC) and at least 55 years old at the time of application.

-     If other applicant(s), if any, are the main applicant's spouse, parents, siblings or children, they must be:

*     SCs or Singapore Permanent Residents (SPRs) and

*     At least 21 years old at the time of application.

 

-        If other applicant(s) are other than those above, they must be:

*     SCs and

*     At least 35 years old at the time of application.

 

(ii)      Family Nucleus

-        An applicant who is unmarried, divorced or widowed may apply for an SA solely for his own occupation. If he is married, he must include his spouse in his application.

 

(iii)     Income Ceiling

-        The total gross income of all persons listed in the application must not exceed $8,000 a month at the time of application.

 

(iv)         Ownership/ Share in property

 

Owner of HDB flat

-        If the applicant currently owns or has a share in an HDB flat, whether bought direct from the HDB or from the open market, he may apply or be listed as an occupier in the application. However, he will have to dispose of his share in the flat within six months from the date of taking possession of the SA. Otherwise, he will have to surrender the SA to the HDB and forfeit a sum equivalent to 5% of the purchase price and/or any other amount as determined by the HDB.

 

-        The sale of his current flat in the open market is subject to the HDB's approval and resale policies, rules and regulations at the time of sale.

 

Owner of Private Property

-     If the applicant currently owns or has a share in a private property, he may still apply for an SA or be listed as an occupier in the application for an SA.  However, the disposal of interest in the private property must be finalised before he takes possession of the Studio Apartment. If he fails to do so, his application will be cancelled, and the option fee and/or any other amount as determined by the HDB will be forfeited.

 

(v)      Time Bar

 

-    If the applicant is the current owner or ex-owner of a flat bought direct from the HDB, under the Sale of Flats to Sitting Tenants Scheme, or a resale flat under the CPF Housing Grant Scheme, he may apply to buy a SA provided he has satisfied a minimum occupation period of 5 years (excluding any period of subletting of the whole flat), computed from the date of purchase of that flat to the date of submission of SA application.

 

-     If there are more than one applicant owning HDB flats, only the applicant who is an SC aged 55 years or above needs to have satisfied the 5-year occupation period.

 

(vi)         Use of CPF

 

 

-        An applicant aged at least 55 years old may use his CPF to buy an SA after he has set aside the full cash component of his Minimum Sum. The Studio Apartment would then be pledged for the amount of CPF used, up to the maximum pledge allowed under the Minimum Sum Scheme.

 

(B)         Tenure

 

The SA is sold on a 30-year lease from the date of taking possession with an option to extend for another 10 years, subject to the HDB’s approval.

 

Lease Administration Conditions 

 

 

(i)            The SA cannot be sold in the open market. It must be returned to HDB if the owner no longer wishes to live in it or becomes ineligible to do so. If the SA is returned to HDB, HDB will pay, at its absolute discretion, a pro-rated sum of the original selling price based on the remaining lease of the SA.

 

(ii)          An owner of an SA may be allowed to invest in private property if he has physically occupied the SA for at least five years.  He will have to continue living in the SA after the purchase of the private property. He cannot sublet the SA.

 

(iii)     An owner or ex-owner of an SA, who has never sold any flat bought either direct from HDB, under the Sale of Flats to Sitting Tenants Scheme, or from the open market under the CPF Housing Grant Scheme, will have to fulfill the 5-year time bar from the date of purchase of the SA before he can apply for another flat from HDB.
