SENIOR APPOINTMENT CHANGES IN THE PUBLIC SECTOR

 

     Mr Eddie Teo, 58, Permanent Secretary, Prime Minister’s Office, will retire from the Administrative Service with effect from 1 December 2005 after 35 years of distinguished service. He will be joining the Ministry of Foreign Affairs, pending an overseas posting.

     Mr Chiang Chie Foo, 49, Permanent Secretary, Ministry of Defence, will be appointed Permanent Secretary, Prime Minister’s Office (Designate), with effect from 18 November 2005 and Permanent Secretary, Prime Minister’s Office, with effect from 1 December 2005. Mr Chiang will continue concurrently as Permanent Secretary, Ministry of Defence.

 

Mr Eddie Teo ( )

     Mr Eddie Teo graduated with a Bachelor of Arts (Honours) degree in Politics, Philosophy and Economics from Oxford University in 1970 on a President’s Scholarship. He obtained a Master of Science degree in International Relations from the London School of Economics and Political Science, University of London, in 1974.

     Mr Teo began his career in the Security and Intelligence Division (SID) of the Ministry of Defence in 1970, rising to the rank of Director SID in 1979.  From 1982 to 1986, he was concurrently Director, Internal Security Department, Ministry of Home Affairs. He was absorbed into the Administrative Service in 1994. He was appointed Permanent Secretary, Ministry of Defence in June 1994 and held this appointment till June 2000.  Under his leadership, MINDEF and the SAF became more actively involved in confidence-building, security co-operation, peacekeeping and arms control. MINDEF also developed broader and deeper relationships with many countries during his term.

     In August 1998, Mr Teo was appointed the Permanent Secretary (Prime Minister’s Office).  He is instrumental in fostering a culture of innovation, enterprise, service orientation and responsiveness in the public sector. During his term, Mr Teo introduced initiatives such as the Enterprise Challenge, the Zero-In Process and the No-Wrong Door policy.

     He also led the Civil Service College’s transformation from a government department into an integrated learning centre developing public officers at all levels on knowledge, skills and competencies.  Mr Teo also chaired the Working Committee on Population and guided the development of a range of policies and measures to raise the national total fertility rate.

     He was awarded the Meritorious Service Medal in 1997.

 

Mr Chiang Chie Foo ( )

     Mr Chiang Chie Foo joined the Administrative Service in 1981 after graduating with a Bachelor of Engineering (Honours) degree in Electronics from the University of Western Australia on a Colombo Plan Scholarship. He obtained a Masters in Public Administration from Harvard University in 1988.

     Mr Chiang has held various appointments in the Ministries of Finance, Education and Defence. He was Principal Private Secretary to the First Deputy Prime Minister (later Prime Minister) from 1990 to 1992. He was with the Ministry of Home Affairs from 1992 to 1997.

     In 1997, Mr Chiang was appointed Second Permanent Secretary, Ministry of Education and in 1999, he was appointed Permanent Secretary, Ministry of Education. Mr Chiang has been Permanent Secretary, Ministry of Defence since July 2004.
