APPOINTMENT OF HEAD OF CIVIL SERVICE
1. Mr Lim Siong Guan, Head of Civil Service, Permanent Secretary (Special Duties) in the Prime Minister’s Office and Permanent Secretary, Ministry of Finance will relinquish his appointments as Head of Civil Service and Permanent Secretary (Special Duties) in the Prime Minister’s Office with effect from
2. Mr Peter Ho, Permanent Secretary, Ministry of Foreign Affairs and Permanent Secretary for National Security and Intelligence Co-ordination will be appointed concurrently as Head of Civil Service and Permanent Secretary (Special Duties) in the Prime Minister’s Office with effect from the same date.

MR LIM SIONG GUAN ( 林 祥 源 )
1 Mr Lim Siong Guan, 58 years old, joined the Civil Service as an Engineer in the Public Works Department in 1969 after obtaining an Honours degree in Mechanical Engineering from the University of Adelaide on a Colombo Plan cum President‘s Scholarship. He joined MINDEF in 1970.
2. Mr Lim was absorbed into the Administrative Service in 1975. Mr Lim held the appointment of Principal Private Secretary to the Prime Minister Lee Kuan Yew from 1978 to 1981 after which he was appointed Permanent Secretary, Ministry of Defence and was awarded the Meritorious Service Medal in 1991 whilst serving in this capacity.
3. He relinquished his appointment as Permanent Secretary, Ministry of Defence when he was appointed 2nd Permanent Secretary, Prime Minister’s Office (Prime Minister’s Office) in June 1994. He was appointed Permanent Secretary (Prime Minister’s Office) in October 1994 and concurrently as Permanent Secretary, Ministry of Education in 1997. Mr Lim relinquished his appointment as Permanent Secretary (Prime Minister’s Office) in August 1998 on his appointment as 2nd Permanent Secretary, Ministry of Finance (Budget and Revenue) but he continued concurrently as Permanent Secretary (Education).
4. Mr Lim’s appointment was re-designated as 2nd Permanent Secretary (Finance) in November 1998 following the streamlining and reorganisation of the Budget and Revenue Divisions of the Ministry of Finance. He relinquished his Permanent Secretary (Education) appointment when he was appointed Permanent Secretary (Finance) in June 1999. Mr Lim held the concurrent appointments of Head of Civil Service and Permanent Secretary (Special Duties) in the Prime Minister’s Office since Sept 1999.

Mr Peter Ho, 50 years old, joined the Singapore Armed Forces in 1973 on being awarded an SAF Overseas Scholarship. He graduated with a Bachelor of Arts (Honours) degree in Engineering Tripos from

Whilst in the SAF/MINDEF, Mr Ho held various appointments which included Head (Naval Intelligence Department), Head (Naval Plans Department), Head (Joint Plans Department), Director (Policy) and Deputy Secretary (Policy). In 1990, he was appointed Deputy Secretary in the Ministry of Foreign Affairs.
3. Mr Ho was appointed Permanent Secretary in the Ministry of Defence in 1995 where he remained till 2004 when he was appointed Permanent Secretary, Ministry of Foreign Affairs. Mr Ho was appointed concurrently as Permanent Secretary for National Security and Intelligence Co-ordination in 2004.
