SENIOR APPOINTMENT CHANGES IN THE PUBLIC SECTOR

 

The following appointments will take effect from 3rd January 2005:

 

                 a.         Mrs Tan Ching Yee, Deputy Secretary (InfoComm and Media Development), Ministry of Information, Communications and the Arts/ Chief Executive Officer, InfoComm Development Authority of Singapore, will be appointed Second Permanent Secretary, Ministry of Education. Mr Chan Yeng Kit, Deputy Secretary (Policy), Ministry of Education, will be appointed Chief Executive Officer, InfoComm Development Authority of Singapore vice Mrs Tan.

 

                 b.         Ms Lim Soo Hoon, Permanent Secretary, Ministry of Community Development, Youth and Sports, will be appointed Permanent Secretary, Public Service Division.   Mr Eddie Teo will continue as Permanent Secretary, Prime Minister’s Office.

 

                 c.         Mr Niam Chiang Meng, Chief Executive Officer, Housing and Development Board, will be appointed Permanent Secretary, Ministry of Community Development, Youth and Sports, vice Ms Lim Soo Hoon. Mr Tay Kim Poh, Second Deputy Secretary, Ministry of National Development, will be appointed concurrently as Acting Chief Executive Officer, Housing and Development Board.

 

                 Dr Tan Kim Siew, Second Permanent Secretary, Ministry of Defence, will be re-designated as Permanent Secretary (Defence Development) with effect from 3rd January 2005

MRS TAN CHING YEE (曾 庆 怡 )

 

 

             Mrs Tan Ching Yee, 40 years old, joined the Civil Service in 1986 after graduating with a Bachelor of Arts (Honours) degree in Economics from Cambridge University under an Overseas Merit Scholarship.  She worked in the Ministry of Trade and Industry as a Statistician and later as a Research Economist before she was appointed to the Administrative Service in 1991.

 

             Mrs Tan obtained a Master of Science degree in Management from Stanford University in 1997. On her return from postgraduate study, she was posted to the Ministry of Education where she served as Director (Higher Education) and then concurrently Director (Planning) and subsequently as Deputy Secretary (Policy). She was appointed Deputy Secretary (InfoComm and Media Development), Ministry of Information, Communications and the Arts and concurrently Chief Executive Officer, InfoComm Development Authority of Singapore in 2002.

 

 

MS LIM SOO HOON ( 林 素 芬 )

 

 

            Ms Lim Soo Hoon, 46 years old, graduated with a Bachelor of Economics (Honours) degree from the University of Adelaide in 1980 under a Colombo Plan Scholarship.  She obtained a Masters degree in Public Administration from Harvard University in 1993. 

 

            Ms Lim joined the Administrative Service in 1981. Her initial years in the Administrative Service were spent in the Ministry of Trade and Industry, the Ministry of Communications and Information and the Ministry of Labour.  Ms Lim served as the Registrar of Vehicles (Ministry of Communications) from 1993 to 1995.  In 1995, she became Dean, Civil Service College and Head of the Scenario Planning Office in the Public Service Division (PSD).  She was Deputy Secretary (Development), PSD from 1996 to 1998, and Deputy Secretary (Policy), PSD from 1997 to 1999 and concurrently Secretary, Public Service Commission/Secretary, Legal Service Commission from 1998 to 1999. Ms Lim was appointed Permanent Secretary, Ministry of Community Development in 1999 (renamed as Ministry of Community Development and Sports in 2000 and Community Development, Youth and Sports in 2004).

 

 

 

 

MR NIAM CHIANG MENG ( )

 

 

Mr Niam Chiang Meng, 46 years old, joined the Administrative Service in 1983 after graduating from the National University of Singapore with a Bachelor of Social Science (Honours) degree in Economics.  He obtained a Masters in Public Administration from Harvard University in 1991.

 

            Mr Niam served in the Ministries of Finance (Revenue Division) and Trade and Industry before he was seconded to Singapore Broadcasting Corporation in 1993.  He held the position of Vice President (News), Television Corporation of Singapore from 1994 to January 1997.  In 1996, he was appointed 2nd Deputy Secretary, Ministry of Health.  He was appointed Permanent Secretary, Ministry of Information and the Arts in  1997 and concurrently Permanent Secretary (Law) from March to December 2000.  He was re-designated as Permanent Secretary (Information, Communications and the Arts) in November 2001 when the Information Technology and Telecommunications portfolio of MCIT was transferred to MITA.  Mr Niam was appointed Chief Executive Officer, Housing and Development Board in 2002.
