INVESTITURE OF PINGAT JASA GEMILANG (THE MERITORIOUS SERVICE MEDAL) ON DIRECTOR, SPECIAL BRANCH, ROYAL MALAYSIA POLICE

The President has conferred the Pingat Jasa Gemilang (the Meritorious Service Medal) on Datuk Mohd Yusof B Abdul Rahaman, Director, Special Branch, Royal Malaysia Police.  Minister for Home Affairs Wong Kan Seng presented the award to Datuk Mohd Yusof at the Ministry of Home Affairs today.

2          The Malaysian Special Branch (MSB) and the Internal Security Department of Singapore (ISD) have a close relationship, dating back to the 1970s when joint efforts were undertaken against the Communist Party of Malaya.  Under Datuk Mohd Yusof's leadership of MSB, this relationship has grown stronger and warmer.  There have been frequent and valuable exchanges of security intelligence and successful co-operation in investigations and operations.

3          In recent times, significant co-operation has taken place between the two agencies in the area of counter-terrorism, including the sharing of information on the Kumpulan Militan Malaysia (KMM) network that the MSB uncovered in mid-2001, and on the uncovering of the Jemaah Islamiyah (JI) cells in Singapore.

4          The close cooperation, and the aggressive security efforts of the MSB, have neutralised the KMM and the JI terrorist networks in Malaysia.  MSB’s operations have made it much more difficult for JI members to launch terrorist operations against Singapore from Malaysia.  MSB also successfully located four tonnes of ammonium nitrate procured by JI members, removing a dangerous resource that could have been used for attacks in the region.   These and other counter-terrorism successes have helped make Singapore and the region safer from terrorists.

5          The award is a recognition of Datuk Mohd Yusof’s outstanding role and commitment in developing the ties between MSB and ISD and his significant contribution to the security of Singapore, Malaysia and the region against the threat of terrorism.

6          The investiture ceremony today was attended by guests from the Malaysian High Commission in Singapore, the Malaysian Special Branch, and Singapore’s Ministry of Home Affairs and its departments.
