UPDATE ON THE PROGESS OF INVESTIGATION OF THE SILKAIR MI 185 INCIDENT
The Ministry of Communications and Information Technology (MCIT) has received a copy of the draft report on the investigation of the SilkAir MI 185 incident, from the Indonesian National Transportation Safety Committee (NTSC).
This is in accordance with the standards and recommended practices of the International Civil Aviation Organisation (ICAO) whereby the State conducting the investigation (ie. Indonesia) is required to extend a copy of the draft report to the States of registry (ie. Singapore) and of manufacture of the aircraft (ie. USA). The two States have up to 60 days to revert to NTSC with their specific technical comments. The NTSC will issue the final report after it has considered these comments.
NTSC has requested that MCIT extend copies of the draft report to CAAS, Silkair and the Singapore Police. MCIT has forwarded copies of the report to all three parties.
The circulation of this draft report seeking technical comments from the affected States is an integral part of the investigation process as specified under ICAO standards and recommended practices pertaining to aircraft accident investigations. As this report is a confidential draft, the NTSC has indicated that the contents of the draft report are not to be circulated, published or disseminated in any form to any parties apart from those specified.
The Ministry is reviewing the draft report and will forward its comments to the NTSC as required under the ICAO standards and recommended practices. NTSC had earlier indicated that the final report is expected to be released by the end of this year.
