MINISTRY OF MANPOWER PRESS RELEASE, 18 AUGUST 2000

PERSONS INVOLVED IN LIFTING OPERATIONS INVOLVING CRANES MUST PASS COURSES

The Factories (Operation of Cranes) Regulations was gazetted on 1 Sep 98. Under the Regulations, riggers and signalmen engaged in lifting operations involving mobile, crawler or tower cranes must attend and pass the courses prescribed by the Chief Inspector of Factories. Only trained riggers and signalmen are allowed to carry out rigging and signalling during lifting operations. This requirement will come into operation on 1 Sep 2000.

2 Riggers and signalmen play an important role in ensuring the safe operation of cranes. The Regulations are aimed at improving safety in the use of cranes at construction sites, factories, shipyards and other industrial premises. Special provisions were introduced in the Regulations to control the use of mobile, crawler and tower cranes. These cranes have long reach and can cause serious damage to life and property if they are involved in any accident.

3 Employers who have not sent their riggers and signalmen for the courses are advised to do so immediately. They can register their workers for such courses with any Training Providers approved by the Chief Inspector of Factories. The list of Approved Training Providers is at Annex. It is also available at the office of the Occupational Safety Department, Ministry of Manpower, 18 Havelock Road, #03-02, Singapore 059764.

4 The latest statistics on the number of accidents involving cranes is available on the Occupational Safety Department's website at http://www.gov.sg/mom/wpeaw/indusaf/is.htm
