APPOINTMENT OF NEW PERMANENT SECRETARY (LAW)
Mr Goh Kim Leong, Permanent Secretary (Law), will retire from the Civil Service on 1 March 2000 after 28 years of distinguished service. Mr Niam Chiang Meng will be appointed Permanent Secretary (Law) with effect from 1 March 2000. Mr Niam will continue concurrently as Permanent Secretary (Information and the Arts).

Mr Goh Kim Leong
Mr Goh Kim Leong, 51, joined the Civil Service as an engineer in the Ministry of Defence in 1971 after graduating with a Bachelor of Applied Science (Honours) degree in Mechanical Engineering from the University of Toronto on a Colombo Plan scholarship. He obtained a Masters of Science in Business Studies from the University of London in 1978.
Mr Goh was absorbed into the Administrative Service in 1975. Whilst in the Administrative Service, he served in the Ministries of Defence, Finance and Education before he was appointed Permanent Secretary in the Ministry of Education in 1980. Mr Goh was appointed Permanent Secretary (Information) in the Ministry of Communications & Information in 1988. When the Ministry of Information & the Arts was formed in November 1990, Mr Goh was appointed Permanent Secretary (Information & the Arts). Mr Goh was appointed concurrently Permanent Secretary (Law) on 1 Jul 1992. He has been full-time Permanent Secretary (Law) since 31 Mar 1995.
Mr Niam Chiang Meng
Mr Niam Chiang Meng, 41, joined the Administrative Service in 1983 after graduating from the National University of Singapore with a Bachelor of Social Science (Honours) degree in Economics. He obtained a Masters of Public Administration from Harvard University in 1991.
Mr Niam served in the Ministries of Finance (Revenue Division) and Trade and Industry before he was seconded to Singapore Broadcasting Corporation in 1993. He held the position of Vice President (News), Television Corporation of Singapore from 1994 to January 1997. In September 1996, he was appointed 2nd Deputy Secretary, Ministry of Health. He was appointed Permanent Secretary, Ministry of Information and the Arts in April 1997. He is concurrently Chairman, Singapore Broadcasting Authority from the same date.
