SPEECH BY RADM TEO CHEE HEAN, MINISTER FOR EDUCATION AND SECOND MINISTER FOR DEFENCE, MP FOR PASIR RIS GRC AND ADVISOR TO PASIR RIS GRASSROOTS ORGANISATIONS AT THE LOYANG POINT LUCKY DRAW CUM LAUNCHING OF REPAIRS AND REDECORATION WORKS ON 1 JANUARY 2000 AT BLOCKS 252 TO 257 AND BLOCKS 266 TO 275, PASIR RIS STREET 21 @ 1.05PM

I am sure many of you are still in a joyous mood after last night’s grand celebrations marking the arrival of the new millennium. As we slowly recover from the economic difficulties of the last two years, we have much to be thankful for. We were able to escape the worst effects of the crisis because we have always followed prudent economic policies and set aside some reserves for a rainy day. The united way in which workers, employers and government worked together to overcome the crisis has also impressed investors. We can look forward to more prosperous and good years ahead if we stick to our fundamentals, and do not forget that we can only enjoy the fruits if we first work hard to ensure a good harvest.


Today I am glad that we are able to announce some of the fruits that we can enjoy. I am sure many of you have heard about Pasir Ris 21 projects. One of the main objectives of Pasir Ris 21 is to further enhance the facilities of Pasir Ris estate. With the addition of more facilities, residents of Pasir Ris can look forward to live more comfortably and enjoy the relaxed healthy lifestyle that Pasir Ris is well known for.


Residents of Pasir Ris Loyang, particularly those in Zones ‘7’, ‘8’ and ‘9’, will be happy to know that a 1.5 kilometre long bicycle path and pedestrian walkway will be constructed from Loyang Point to Pasir Ris Drive 1. This bicycle path and pedestrian walkway is part of the Community Mall project of phase 1 of Pasir Ris 21 scheduled to begin in the second quarter of this year.


Residents of Zones ‘7’ & ‘9’ can also look forward to more immediate improvements to their estate when the Pasir Ris Town Council carries out Repairs and Redecoration Works (R & R) to Blks 252 to 257 and 266 to 275. These improvements will provide a fresh look to these precincts with a new coat of paint for the blocks, putting in new tiles at lift lobby walls, and floors and walls of wash areas at the void decks. The existing block and carpark directional signs will also be replaced with illuminated ones.


Another new feature to be introduced under the R & R programme will be the anti-junk mail letterboxes. I am sure many of you are looking forward to this as the new letter boxes will give you the flexibility to decide whether you want to receive all mail or only those delivered by Singapore Post. By locking the aperture, only mail sent by Singapore Post will reach you. If you would like to receive all mail, simply leave the aperture unlocked.


Residents will also be glad to know that under the R & R, the Pasir Ris Town Council will install more lampposts to brighten the area. There will also be a colourful hardcourt after re-rendering and improvements to the surface. More trees and shrubs will be planted to enhance the green environment to keep this housing estate young and modern looking.


The Pasir Ris Town Council will spend more than $1 million for these R & R projects which will benefit more than 1,000 households. Work is expected to commence next month and is scheduled for completion by the 3rd quarter of this year. The Town Council has asked me to seek your understanding and patience as during the course of the R & R, residents might experience some inconvenience. The Town council will do their best to minimise the inconvenience.


I wish to take this opportunity at today’s Loyang Point Lucky Draw event to launch the R & R for blocks 252 to 257 and 266 to 275 Pasir Ris Street 21. To all residents, I wish you a happy New Year and to our Muslim Residents, Selamat Berpuasa and Selamat Hari Raya Aidilfitri. Thank you.
