MINISTRY OF ENVIRONMENT NEWS RELEASE: NEW SCHEME FOR SUBSIDISED HAWKER STALLS -- STALL ASSIGNMENT SCHEME

 

From 20 Feb 98, a hawker who wishes to leave the trade can assign his stall to someone willing to pay the rent determined by the Chief Valuer. The assignee will operate the stall free of the restrictions applied to subsidised stalls. He can sublet the stall or get someone to run the stall on his behalf. The assignee is likely to pay the incumbent hawker a sum for the assignment.

 

2 Currently, stallholders paying subsidised rents for stalls in ENV, HDB and JTC hawker centres cannot sublet or assign their stalls to others. If they decide to surrender their stalls voluntarily, they are not eligible for any cash grant.

 

3 As an extension to the Stall Assignment Scheme, a stallholder currently paying subsidised rent may opt to "assign" the stall to himself; i.e. he opts to pay the rent determined by the Chief Valuer for his stall and, thereafter, he can operate the stall free of the restrictions imposed on subsidised stalls.

 

4 The assignees will be granted a three-year tenancy with options for renewal if the centre is not affected by redevelopment. If the stalls in the centre are offered for sale under the Stall Ownership Scheme, the assignees may also buy the stalls at the assessed values, without tendering for them. The assignees must be Singapore citizens or permanent residents not less than 21 years of age.
