    Friday, 1 March 1991, is Singapore's Budget Day, when the Minister for Finance Dr. Richard Hu, presents his sixth national budget to Parliament. The Budget for 1990 has been dubbed a "Celebration Budget". As if to savour Singapore's 25th anniversary, the Finance Minister  came up with a bagful of benefits for taxpayers, families and businesses. But with world trade and recessionary problems, the Gulf War and a fall off in tourism, 1991 holds big question marks which may affect Singapore's economic growth. This segment features Dr. Hu in an exclusive analysis of his budgetary strategies for 1991. He is quizzed by a panel of experts including  a top banker and a tax expert.
