The Budget for 1990 has been dubbed a "Celebration Budget". As if to savour Singapore's 25th anniversary, the Finance Minister came up with a bagful of benefits for taxpayers, families and businesses. But with world trade and recessionary problems, the Gulf War and a fall off in tourism, 1991 holds big question marks which may affect Singapore's economic growth.
