  • Synopsis :

    Recording contains six speeches by Dr Toh Chin Chye,  Lim Kim San, Hon Sui Sen, Dr Ahmad Mattar, Tan Eng Liang, Dr Yeoh Ghim Seng at five separate functions.

    1) Minister for Health Dr Toh Chin Chye at the opening of the Institute of Dental Health at Hydrabad Road, Alexandra Park on 09/09/1977.

    His speech is focused on the dental services. He says there is a need to review the present system of chraging dental patients. He raises the question of getting dental auxiliaries to 'supplementing professional dentists' who can then attend to more complicated treatment, adding that the training for the dental auxiliaries need to be 'institutionalised'. He stresses the Institute actually 'brings together under roof the training of dental therapists and nurses and other ancillary staff' and its 'role will be more important to the community'.    (Duration: 00:05:57 mins:secs)

    2) Minister for National Development and Communications Lim Kim San at AUPE Postal Night at Oasis Restaurant on 29/10/1977. He focuses on the postal department services, particularly the extension of ts express delivery service.  (Duration: 00:05:19 mins:secs)

    3) Minister for Finance Hon Sui Sen at the opening of AAM0-6 International Management Conference at Shangri-La Hotel on 30/10/1977.

    The conference is jointly hosted and organised by the Asian Association of Management Orgganisation (AMMO) and Singapore Institute of Management. Mr Hon says the conference's theme on 'The Making of a Manager' is also important to Singapore's public sector which wants to 'train and keep good managers', so as to make 'the most of its very few potential assets'.  He elaborates on the need for coordination of good management between the private and the public sectors.

    In today's world, he adds, countries are 'inter-dependent' one reason being Singapore and the region are affected by happenings and development in the developed world. He stresses the modern managers in the developing countries need to learn to cope with 'internation disruptions to his business', as well as 'always be prepared to offer his serivces' and maybe 'join the public sector and take part in the decision-making process'.  (Duration: 00:13:05 min:secs)

    4) Chairman, Singapore National Commission for UNESCO, Dr Ahmad Mattar at the opening ceremony of the UNESCO Regional Training Course at University of Singapore on 31/10/1977.

    The course is on the 'Role of Micro- Organisms in Waste Recovery, Fermentation and Environmental Control'. He points out that Science focuses increasingly on ways to reduce wastage and maximise usage of 'earth's resources', and such efforts play a 'beneficial and important role'. But microbiology has developed to a stage 'to culture minute organisms to convert and upgrade material of one sort to another' and this opens up 'possibilites and Development, Dr Tan Eng Liang.     5) Parliament's Speaker Dr Yeoh Ghim Seng at the Commissioning  Ceremony for 10,000 lines of telephone switching equipment at Katong II Telephone Exchange at 375 Tanjong Katong Road on 31/10/1977.

    He says as the telephone has become 'a basic utility like water, electricity', it needs to 'be provided at the shortest possible time'. But he points out the telephone service has one innate disadvantage - its planning requires 'a long lead time' to build a new exchange. He adds that Telecoms has explained the difficulties they face which cause delays resulting in 'complaints of efficiency' in meeting requirements.

    Telecoms has also explained the various efforts and solutions it takes to overcome  complaints and 'meet the surging demand' for telephone service. He also elaborates on the background to the Katong II Telephone Exchange.
