1) Director of Industrial Training Board (ITB) Lim Jit Poh holds a press conference at the Ministry of Education on 17/01/1977. He briefs the press regarding visits by the Permanent Secretary for the Ministry of Education to schools, junior colleges and various education institutions in 1976 and 1977. He explains the objectives of the various visits and the results achieved. He then talks about the present survey to obtain feedback on the several school programmes. (Duration: 00:04:23 mins:secs)
2) MP (Jalan Kayu) Hwang Soo Jin officiates at the commissioning of the initial 6,000 lines of telephone switching equipment for Yio Chu Kang Telephone Exchange on 28/01/1977.
Speaking in English and Hokkien, he says the telephone is a 'necessary asset'. He elaborates on the expansion of the telephone network in Singapore and the background to the new exchange at Yio Chu Kang, which is the 20th network of TAS. 3) Speaking at the opening of the 10th training course for trainee volunteer probation officers (VPOs) at the Ministry of Social Affairs on 02/02/1977 are K. V. Veloo, Chief Probation & Aftercare Officer and Leow Jwee Meng, Chairman/Adviser to the Magistrate, Juvenile Court.
Mr Veloo provides details of the basic training course for the VPOs, and elaborates on their work. The Community Probation Service is launched in 1971.
Mr Leow's speech covers various topics, namely:
a) the Ministry of Social Affairs
Probation and Aftercare Services' (PACS) efforts in trying out imaginative innovations to strengthen its usefulness in the rehabilitation of offenders and drug addicts;
b) the development of the community probation service, one of PACS' programmes;

4) At the opening of the 3rd basic training course in the aftercare of drug addicts for the Special Constabulary of NS Officers at the Ministry of Social Affairs on 01/02/1977, Chief Probation & Aftercare Officer, K V Veloo and Tow Siang Hwa.
Mr Veloo focuses on the work of the probationary aftercare service. He says the aftercare of drug addicts discharged from the Drug Rehabilitation Centre is made compulsory in August 1976.
Mr Tow stresses that narcotic addiction is no ordinary medical disease, but rather an 'extreme social medical problem'. Rehabilitating narcotic addicts, he adds, is complex and has enormous difficulties, which are reflected distinctly in the very 'poor and discouraging cure rates'. To meet the demand and challenge of rehabilitating narcotic addicts are personnel willing to offer 'sacrificial service'. He points out the government has initiated the assignment of trained Special Constabulary of NS Officers to participate in the aftercare of discharged narcotic addicts.
