Synopsis :The theme of Minister for Foreign Affairs S Rajaratnam's lecture is 'South-East Asia in Transition'.
He looks at the region after the 'great power d�tente and the Peace Accord on Vietnam', stressing the basic problem which makes South-East Asia 'the arena for civil wars and great power conflicts remains essentially unchanged' post-Vietnam.
He believes its problems should not be resolved by the SEA countries themselves, and instead the region 'would be more of an international problem in the years ahead than it was ever before'.
