    This is a recording of a speech made by E.W. Barker, Minister for Law and National Development, at a gathering of planners, architects and engineers held at Hilton Hotel.

    In his speech, Mr Barker touches on:

    - Singapore's social and economic problems in the 1960s;
    - How the 1970s must bring about new problems which require fresh approaches by the Government and some shifts in the emphasis of planning goal;
    - Improvement in the standard of living and increasing aspirations of the people;

    - Areas of emphasis in the 1970s:
    (a) Improvement to surrounding environment,
    (b) Making Singapore a Garden City,
    (c) Anti-pollution measures;
    - New challenge to planners in the 1970s.
