1 The Ministry of Education (MOE) will designate Nan Chiau High School (NCHS) as a Special Assistance Plan (SAP) school from January 2012. This was announced today by Dr Ng Eng Hen, Minister for Education and Second Minister for Defence, at the Singapore Hokkien Festival 2010, organised by the Singapore Hokkien Huay Kuan.
2 Under the SAP scheme, ten secondary schools1 currently serve to nurture bilingual and bicultural talent by nurturing a conducive environment for the learning of the Chinese language and culture. They play a key role in grooming a core group of bilingual Singaporeans well versed in the Chinese language and culture, who have a deep understanding of their heritage, and who are poised to make strong and meaningful connections with the rest of Asia.
3 The addition of NCHS as a SAP school will provide more students with the opportunity to study Chinese Language (CL) in an enriched school environment. NCHS has a good academic track record and strong Chinese traditions. It is a Centre of Learning for Chinese in the North Zone and will be able to cater to the students in the North-East who have keen interest in the Chinese language. NCHS also enjoys strong support from stakeholders such as its alumni and the Singapore Hokkien Huay Kuan. The school is strong in offering a wide range of co-curricular activities related to the Chinese culture such as Chinese orchestra, Chinese calligraphy, and Chinese dance, among others. As a SAP school, NCHS will step up efforts in both the curricular and co-curricular aspects to deepen and enrich the learning of CL and the Chinese culture.
4 MOE will work closely with NCHS to facilitate its smooth transition into a SAP school.
5 NCHS will continue to admit Normal course students and students offering non-Chinese Mother Tongue Languages (MTLs) for the 2011 Secondary One intake. From January 2012, NCHS will admit only Express course students offering CL or Higher Chinese Language (HCL) as a Mother Tongue Language. The Normal course will be phased out over five years . NCHS will also ensure that all its existing students in the Normal courses as well as those offering MTLs other than CL or HCL are well-catered for and able to successfully complete their education.
