Sir,
I have the directions of the Hon'ble the Lieut. Governor to convey to you his directions, that you proceed without delay, in clearing as much ground in Sandy Point as may be required, for a marine yard and in planting such number of coconut trees as may serve to protect the point from the encroachment of the sea, and to afford a shade to the people who may be hereafter employed there.

For the convenience of the building and repair of boats and vessels, the Lieut. Governor considers it advisable, that certain number of Artificers should be established in the vicinity to be considered under your immediate authority as Master Attendant, but at liberty to work for their own benefit, the
