The Management Services Department provided help to the management in the Civil Service to be effective and efficient in the discharge of its duties and responsibilities. This objective was achieved through assisting management in the development, implementation and use of systems for planning, operations and control; carrying out horizontal studies of Civil Service management problems; undertaking studies on the efficient use of resources at the request of management; and disseminating information on modern management concepts, practices and systems for Civil Service use. The Department was privatised in 1990 as MSD Consultants Pte Ltd, a fully-owned company of Temasek Holdings.
