Synopsis :In broadcast message, Chief Minister (CM) Marshall tells people of Singapore that: leading all party delegation for constitutional talks in London, plans are simple and reasonable; asking Britain for freedom and independence for Singapore within Commonwealth; willing to allow Commonwealth countries to use Singapore as defence base; to allow Britain right to guide foreign policy in connection with defence, but all other matters Singapore wants to be in full control, including internal security; to reach some agreement with Britian to allow Singapore use of British forces in times of acute emergency; may not reach agreement with Colonial Office;, only question at issue between Britain and Singapore is method of achieving stability and prosperity, and freedom from Communism; Singapore knows Communism means death for mercantile island; loyal citizens are not to pay heed to rumours from alleged reliable source and to protect Singapore from unMalayan activities; will try to broadcast as often as possible on negotiations.
